What is Victoria Transit?

Victoria Transit is the citywide transportation system for the City of Victoria, Texas. The ability to travel to work, friends, stores, and health care is vital to the well being of a community. Transportation affects where and how you live, work and play. Victoria Transit helps Victorians meet these needs and increase their mobility by providing access to transportation choices. We offer transit services for the entire population, as well as specialized services for the disabled and for senior citizens. Victoria Transit is administered by the Golden Crescent Regional Planning Commission (GCRPC) and is classified as a small-urban transit system.

Who Does Victoria Transit Serve?

Victoria Transit serves the entire population of the city. Whether you ride Victoria Transit every day, occasionally, or use other forms of transportation, you benefit from its services. Victoria Transit serves an average of 23,004 passengers each month. In the past year, the number of riders has increased by 13.5%. These riders reduce the amount of cars on the road, leading to less traffic congestion. Riders use Victoria Transit to access employment centers, shopping, and other services. A survey of Victoria Transit users found that over 60% of riders use the service to access employment opportunities and shopping areas. More than 1/3 of users ride Victoria Transit to access medical services. 86% of users ride Victoria Transit two or more days a week, and 61% of passengers use Victoria Transit four or more times a week.

    Program Income
    Several funding sources are used to support Victoria Transit. These sources include local, state, and federal governments, as well as, local partnerships and program fees. Each year, Victoria receives state and federal transportation money designated for public transportation services. These funds comprise nearly 60% of the agency's budget. Additional governmental funding comes from grant programs designed to provide specialized services to target populations. Together these sources of funding make up 82% of Victoria Transit's budget. The remaining 18% of the budget comes from the City of Victoria, in-kind support, local partnerships, and program income.

    Victoria Transit's History

    In 1995, the Victoria County Metropolitan Planning Organization (MPO) commissioned a Transit Feasibility Study for the City of Victoria. The study was designed to identify the need for public transit in the City of Victoria and Victoria County. It also served to identify service alternatives and develop an efficient and effective operations plan. Information for the study was gathered through feedback from focus group meetings, stakeholder interviews, target market surveys, and existing demographic data. The study found that the general population, as well as seniors and the disabled, had a need for transit. This need for transit services was the greatest in the central and southern portion of the City of Victoria.

    The study concluded in July 1997 when the Victoria City Council authorized the Planning Department to submit a grant application for the funding of transportation services. By resolution, the City of Victoria designated the Golden Crescent Regional Planning Commission (GCRPC) as the Urban Transit District for Victoria. The City has entered into an Interlocal Agreement with GCRPC to administer and operate a Small-Urban Transit Program in the City of Victoria. This contract allows for a coordination effort among the existing transit providers. GCRPC is an experienced provider and has been administering a Rural Transportation program since 1986.

    GCRPC implemented Victoria Transit on January 4, 1999, providing demand response curb-to-curb services. In March 2002, Victoria Transit began a fixed route system for the City of Victoria. May 2008 brought even more expansion to Victoria Transit as the Flexible Job Access Route Service was introduced. This service is designed to provide better access to employment opportunities within the city and introduce weekend bus service. These routes also offer ADA Flex Services, which allow them to flex up to ¾ a mile off their course to better serve ADA-eligible riders. These new routes were made possible by a Job Access Reverse Commute Grant through the Texas Department of Transportation, local funding support from the City of Victoria, and the Golden Crescent Workforce Solutions.
